Replacing informal ambitions with certainty and accountability
For years, sustainability developers in Strängnäs faced a recurring hurdle: they could identify climate measures, but lacked the formal authority to ensure other departments executed them. Implementation relied on informal influence, and goals often remained "fuzzy" and non-binding.
“Previously we could identify cost-effective measures, but there was no natural path in the organization to get them done. It stayed informal... there was never a stamp, never a decision. You couldn't hold anyone responsible. It became fuzzy. We don’t want any more general, fuzzy goals; we want sharp, decided actions" says Ragnar Lindén.
Strängnäs broke this cycle by formalizing their climate action roadmap through the Municipal Board – a public-facing climate dashboard built in ClimateView. This move created a transparent, decided list of nearly 100 actions where every office and municipal company is assigned direct responsibility. Today, this board is the municipality’s definitive record on climate action. If there’s a lack of funding, the conversation is forced back to the political level, ensuring accountability remains at the top.
