Cross-functional teamwork turns limited resources into a replicable climate transition model
Enköping, a mid-sized Swedish municipality, has adopted a holistic strategy that engages the whole organization in the climate transition. Through cross-functional teams and the ClimateView platform, the municipality has built a shared framework for data-driven decisions and long-term planning. Despite limited resources, this has created strong engagement, clear direction and pride among staff — offering a replicable model for smaller municipalities.
With about 45,000 inhabitants and roots in agriculture, logistics and defense, Enköping sits in the Stockholm region and brands itself “Sweden’s closest city.” The municipality chose to act decisively, developing a cross-sectoral method that can inspire peers across Europe. Success rests on an inclusive onboarding process that involved staff early and across departments, supported by political backing and a clear Scope 1–2 emissions mandate. To extend impact beyond its organization, Enköping plans to expand its influence through external transition arenas.
Cross-functional teams driving change
Five transition teams operate across departments, breaking down silos and creating shared ownership of the climate agenda. Staff were invited to learn, question and contribute; the process became a cultural shift rather than a top-down directive. As one team member put it: “Now I really know what to focus on in the work ahead.”

From data to direction with ClimateView
Adopting ClimateView marked a turning point. The platform moved the municipality from raw emissions data to actionable insights and became a common reference point—“a campfire”—for aligning priorities, timing and scale of action. “It’s not just about tracking emissions,” notes Lina, a team member. “It’s about understanding the pace of change, the size of the actions, and when they need to happen.” The approach also enabled in-depth analysis of emissions, potential actions and scenarios.
Meeting people where they are
Project leads emphasized change management as essential. “Everyone’s at a different point in the change curve,” says Maria. “The challenge has been to respect that, while still pushing forward.” The municipality organized work around nine development areas and used a shared digital framework to maintain momentum and transparency.
