ClimateView and partners soft-launch new white paper on transition planning
Bonn, Germany — At the Daring Cities 2025 Bonn Dialogues, held alongside the UNFCCC SB62 Climate Talks, ClimateView and ICLEI officially soft-launched Version 1.0 of a new white paper:
Designing for delivery – How cities can structure fundable climate transitions
Developed in collaboration with ICLEI, the Scottish Climate Intelligence Service (SCIS), RISE, the Stockholm Resilience Centre, and the DMI-ecosysteem, the white paper introduces the Dual Lens of Transition Planning – a practical method to help cities structure fundable, trackable, and coordinated interventions.
“We wrote this to help cities move from planning to delivery,” said ClimateView founder Tomer Shalit. “Many have climate targets but lack a structure to turn them into implementable, financeable projects. We wanted to show how you can think systemically – but act concretely.”
The white paper was presented as part of a roundtable on operationalizing multilevel governance. Participants shared how this logic is already being applied in practice – ranging from Scotland’s nationwide delivery framework to municipal strategies in the Ruhr Region, the Netherlands, and the United States.

“It was received very positively,” Shalit reflected. “There was a clear appetite for approaches that operationalize the frameworks and goals cities already have. Our method stood out by combining a holistic view with practical application.”
This soft-launch marks an open invitation for dialogue, feedback, and co-creation. Version 1.0 is being shared now to support collaborative input ahead of a full release later this year. Additional publications focused on financing mechanisms and regional applications are also in development, to be released in the lead-up to COP30.
“The next step is to deepen collaboration with ICLEI and other partners and apply the white paper logic in real projects – like the one in Belém ahead of COP30,” said Shalit. “It will also serve as the foundation for our open methodology and tools.”

The Dual Lens approach aims to provide cities with more than just a conceptual framework – it offers a clear, actionable path to delivery.
“What I personally took away from Bonn,” Shalit added, “is that there’s strong demand for tools that enable cities to move from ambition to action. And that we’re right on time – our role isn’t to set more goals, but to build delivery capacity.”
