ClimateView supports testbed for Austrian pioneer cities

Stockholm, Sweden — Ten Austrian cities – Wien, Graz, Innsbruck, Klagenfurt, Villach, St. Pölten, Linz, Salzburg, Dornbirn and Wiener Neustadt – are working together in the Testbed Pioneer Cities project to pilot a unified, data-driven approach for reaching climate neutrality.

A common framework for climate action

The initiative gives all ten cities a shared method for analysing emissions, designing interventions across sectors, and tracking progress with consistent indicators. Using ClimateView and the Transition Element Framework as the technical backbone, each city builds a transparent, evidence-based transition model that shows what drives emissions today and which actions can reduce them tomorrow.

This structured approach helps cities compare strategies, identify effective measures, and replace one-off plans with iterative, cross-functional planning.

Turning local strategies into scalable blueprints

The project’s real value lies in the collective learning it enables. As each city tests policies in areas like mobility, buildings, energy, and spatial planning, insights are fed back into a common knowledge base. This creates templates and decision tools that other municipalities can adopt, accelerating climate action beyond the initial testbed group.

The Pioneer Cities are proving that climate neutrality isn’t just a target. It becomes achievable when cities share data, coordinate strategies, and treat the transition like a guided, trackable transformation.
